Kelly Chess has been a frontline dispatcher with Jefferson County 911 Emergency Communications for 16 years. She is currently the departments CTO, TAC and Medical QA Officer. Her passion for training in the 911 field has led her to join many committees outside of her agency and currently serves as the Kansas APCO Chapter, 1st Vice President.
